It is proposed to secure the objects specified in the foregoing paragraphs 4 to 7 by carrying out the following transactions.

The Governor of the Colony shall authorise the resumption under a recent Ordinance, of Mr Sharp's property, known as Marine Lots 20 and 21 (coloured in Indian Ink on Plan A) of which the portion hatched in blue on the Plan shall be taken by the Admiralty: for the extension of the Naval Yard, and the portion hatched brown shall be taken by the Colony for the improvement of Queen's Road; the Admiralty and the Colony defraying the cost of the resumption between them according to the value of the property acquired, respectively, by them.

The Governor, in like manner, shall authorise the resumption of Lot 73 E, coloured in Indian Ink and not hatched, and shall hand it over to the War Department, which shall defray the cost of resumption and shall afterwards convert the buildings into Barracks.

The War Department shall sell to the Colony for the purpose of improving Queen's Road, the property on Plan A called Police Station No.4, and also a part of the property called Queen's Road Barracks, P Block. These properties are coloured red, and hatched in brown. They were acquired by the War Department in 1886-7.

The Colony shall pay for them a fair market value.
